hen I was a Realtor 1985-1992, TVA/EPB were providing something called TVA packages. TVA Package 1 was approximately $3000 in energy efficiency updating (insulation, windows, etc). It was no interest, added to electric bill and usually cost a person approximately $9 per month and was more than made up for in savings. TVA Package 2 was for upgrading to very efficient H/A system - in range of $5000-9000, was at low interest, and normally cost person approximately $45 per month and again was more than made up for in home energy savings. You couldn't get TVA Package 2 until you'd had TVA Package 1 energy efficiency package so your home was energy efficient. The package could be transferred like lien to next homeowner to continue being paid on EPB electric bill or paid off at closing.
My Question - why was this stopped? How do we get this restarted? And can we get this restarted with options for Geothermal instead of just Energy Efficienct HVAC?

I was under the impression that EPB and TVA have stepped up to the plate and are working for conservation. They have free energy audits, Green Power Switch, etc. Why should they offer LESS in Energy Conservation packages now than they did mid-80's to 1990's?? Next question - is this something that if the city asked EPB/TVA, they would do - and can we go thru a Climate Action Team to get the city to request EPB/TVA to do this again. If so, what Team??
